Now I am constantly listening to podcasts while driving, but I turn my device to a reasonable volume and loosen my earbuds a bit to ensure I'm not fully blocking out outside noises. Volume had nothing to do with this because the cop that I didn't notice, only had his lights flashing, no siren. Fortunately when I finally noticed him, he just laughed and drove past me as I pulled over. Most states have no laws about earbuds, including Arkansas, some only allow one earbud and some don't allow certain professions to use them, including bus drivers.
