Sad story. I wondered why no one stepped in when she was so big, so young, but all the 'adults' were doing their own thing and not paying attention to what was going on with the kids.

Armchair psychologist - she didn't get attention from her mother while she was growing up, but she's got mom at her beck and call now, you betcha.

I just did a search - there are mobile tattoo artists (have van will travel). My state stopped issuing permits for mobile tattooists in 2016.
