Which has been happening as well. So essentially these unneeded govt workers that got fired, got rehired, some got fired again, and then got rehired again (sigh) but all were still on the payroll in one way or another but weren't working. My MM sister just responded to a post one of our cousins made which listed about 20 times that the leader of the Conservative party has voted against any initiative that would actually help people (things like increasing the old age security, reduced child care costs, subsidized dental care and the like). Anyway out of that entire list she nitpicked one item which in her opinion was misleading. It wasn't. But she couldn't even begin to argue with any of the other things. This is someone marching towards her own senior years in the very near future, without a company pension or benefits to fall back on BTW, and she is so blinded by her hatred for "the libs" that she can't see that she's only going to hurt herself. Or maybe she does see it but she doesn't even care.
