The short answer is yes people do behave this way, not everybody but a lot do.

That's not where it comes from but it does describe a chav quite well & is as good as anything else I've heard so we can go with it. Not surprised nobody has come up with an American equivalent, it would be very hard to replicate anywhere else in the world.
