Having Laurel/BS as more of a supporting character has worked well, especially when she props up Felicity. Nobody ever props up Felicity.

Mmkay, Rene, but you're forgetting that season 1 is a lot different than season 7. As in...EMIKO CAN GET ARRESTED AND CHARGED IF CAUGHT. Oliver didn't have to worry about extra obstacles with the police.
