As much as Fiona is trying to be differently, she's still a product of what she grew up in so leaving Debbie, Carl and Liam alone to fend for themselves is repeating old parental patterns. As for Ian, Fiona again knows from expericence w/Monica what she can and cannot do to help him is he doesn't want it. I guess Same way I'm sure if Lip had a drug/alcohol addiction, Fiona knows from Frank there is nothing she can do about it until they want help or to change.
