Roy is seriously doing quite well for someone who just had his arm chopped off on an island. I feel like if they wanted him to be in that fight, he would've been able to use a bow even hours after losing an arm. Or at least parkour off a motorcycle mid-air or something.

I think they just assumed it would be Oliver, and I also assume that Lyla activating it has to do with her being Harbinger?
