I think sometimes they do go to the actual city/location, but they definitely use different places here in Hungary as stand-ins. For example the Madrid episodes in season 1 and this season were actually filmed in my hometown, Szeged.

Actually, according to the end of Crisis on Infinite Earths, this show is set on Earth-9, and Doom Patrol is on Earth-21. I'm guessing that's how they explain the different Chiefs and why they never even mentioned Gar on DP.
