I think he backed out of playing it because Rome took Kishan's vote, so he gambled that the plan to vote Kishan was going forward.

No they have always revealed it before.....Sol probably realized Rome was going after Kishan and he didn't need to.

Hmm , I don’t remember it that way, I thought they draw from the shot in the dark bucket when they go to vote (instead of voting)
