I think Cliff, having seen how the jury went for the last few seasons, thinks that Jackson will be the "Paul" in F2. He might not be wrong.

I think Jackson wants Holly to throw it so if Nicole/Cliff win the veto there is chance they will take him to F3 over Holly. He's so good at this game.

UO: I do not think that the twist was a failure. It was supposed to be some additional hurdle in the game, not complete throw the game off course so that no one could plan for that. In the end Tommy did have to win the veto to overcome the twist, so the twist served its purpose.

That's not how it works. The chance of drawing someone's name is independent of the previous draw. The best use of this power is probably when they want to backdoor person X, and X's name is drawn. They he can force a redraw and there is a chance that X will not be drawn the second time. But yes, it is a very weak power.
