It's probably a combo of scheduling, JH likely being the lowest paid regularly cast member and the one with the least leverage to make demands - so they use her as the exposition person in the future because no one will care enough for it to be worthwhile to make a mystery of her whereabouts, and she's around so much in the present because they (stupidly IMO) decided to make Oliver a cop.

I might think something was up if they had revealed Mia is Oliver and Felicity's daughter without revealing that Felicity is pregnant in the current timeline, but I don't know if they'd complicate things like that at this point. There really isn't any point to showing us any future other than the one Star City is currently destined to have, and if they change it because of COIE, then that won't happen until next fall (if it happens at all).

I actually like Laurel and Felicity's scenes (more so when they were being snarky to each other, but still). I don't mind them being friends, but I'd like it if all the awful shit that Laurel did to her and her family was addressed and apologized for instead of everyone pretending like it didn't happen. I know these writers are lazy as shit, especially when it comes to Laurel, but that should be one of the very first boxes you check off in a ~redemption story.

The only reason I feel even remotely confident about them doing something about this now is because they've already showed that it happens. And I really do hope she returns fully to being Overwatch once the lair is rebuilt. While I'm glad that the show has made an effort to keep her involved during its Law & Order phase, I'd much rather her be in the thick of things with everyone else. How gross and utterly unsurprising.

I think it was canon in Season 2 - he paid attention to her and cared about her feelings then (being there for her when she felt like she wasn't a valuable member of the team, sitting in front of her house all night when Slade was on his rampage, etc). He's been a barely there to terrible friend to her in the 5 years that followed, though.
