I think they remembered and just explained it away in 5x23 when they'd decided they wanted Oliver to go to him for help on Lian Yu. Apparently he just needed more time for it to get fully out of his system!
I'm surprised that the BC/BS stunt double is the same person - are there more than one for some characters? Not sure how that'd work during their fights.
Plus, I think the situations are kind of different. Boas and strippers and over-the-top behavior like Felicity was planning on are common for bachelorette parties. They should be tacky - engagement parties should not.
