opening scene, where Emily  gives in to Lorelai's babble and tells the story of Sweetie's name, while Richard is all but ignoring his personal life in favor of big business with Jason and some Japanese golfers.

"one of them moved! I swear! It was just over by the radish!"

I have a scene, but it is a series of bits interspersed throughout the episode, so identifying it in general will count.

Luke is in the scene(s) with Kirk. No other credited people are in the scene(s) IIRC

It is not a town event.

There were two separate bits to the scene (could be considered two scenes, but the theme is so unique, you can identify either one for the win)

It is daytime.

It takes  place in the Hollow. 

TL3: Lorelai wouldn't let Luke keep the Barbie Band-Aid, 'cause the other kids would beat him up. 4.14 - 4.20

Both of the credit characters have been credit characters for a very long time, 

The Lorelais are physically nearby but blissfully oblivious to what is going on.

Just because the Lorelais are not in the scene doesn't mean they were not involved directly before and directly after this scene. They are neither part of this scene, nor do they AFAIK ever learn what happened in the scene.

Scene involves Luke and another long-credited character. Not Richard, not Sookie.

They are not in the diner. 

Hints:

It is a stressful conversation.

The Lorelais are physically nearby but blissfully oblivious to what is going on.

Just because the Lorelais are not in the scene doesn't mean they were not involved directly before and directly after this scene. They are neither part of this scene, nor do they AFAIK ever learn what happened in the scene. 

One person is rudely condescending, the other makes an etiquette error.
