Something to do with the overall production being non-union/non-SAG, I’m not really sure how it works.

You can vote for Sam, Caitriona, and Outlander for the CineAwards here. Don't think there's a limit to voting or whether you need to fill out the entire ballot.

The show is based in the UK, not in the US, so its workers aren't SAG union members.  I think.
