He still has his laser eyes, etc. Soldier Boy is released by Grace in response to the imminent threat on Singer and/or coup/chaos/violence. Or Grace goes rogue and wants Ryan at any cost. She has a pre-existing relationship with SB. She has aged like a fine wine, his preference, and they can negotiate. Butcher will need his powers because Payback ... that's a hard act to swallow.
