Starling )a thinly veiled Bill Gates) was never supposed to create the microchip yet he did using future technology so the entire ST universe is a paradox. But several other episodes (including this one) show there are forces at work that can monitor the timeline and prevent changes. In fact that's what Braxton is doing when he shows up at the beginning and end of the episode. But at the end, Braxton said he never experienced the timeline where he crashed in the past, which would mean Starling never got the future tech, he never spent 30 years on Earth and Voyager shouldn't have remembered their time in the past. As with most time travel stories, best not to think too much about it. But within the context of this mess, yeas Braxton had already been on Earth for 30 years by 1997 and even if he was still somehow on Earth from that point forward probably wouldn't have made it to the 20s given the shape he was in. I was thinking about Relativity when Braxton was complaining about being stuck on Earth for 30 years and I forgot that in Time's End, Braxton's ship landed earlier than Voyager, so he was there for decades before Voyager got there. I still blame them for taunting me with Lieutenant Ducane as the FBI agent, though. 1 Link to comment

I thought that was one of the neatest parts of the episode, a nice little Easter egg. It makes sense, since Soong is a master geneticist, and Kahn and his people were genetic experiments.
