Fans aren't making those photos - someone working on Arrow is.

If I had to guess, I don't think his issue is with Oliver returning to crime fighting, it's that Laurel, Digg and Thea couldn't do it on their own and had to ask him for help.

I think there are two more, based on what was on the mantel (I hate myself for knowing this, I'm putting myself in time out).

I hope that's the case. Although I'm not really sure why she'd stay out of town if she found out she owned the place, but I guess (hope) that'll be explained.

I rewatched the trailer, and I think you're right in that the temporary base is wherever they're getting shot at (which seems like the basement of PT). I just hate that because a) it's stupid to work out of a building you do not own, and b) it seems as if Curtis is getting in on the Arrow secret in the second-ish episode, which seems way too soon, but...meh, whatever.

Some people over on Tumblr were discussing this scene: Looks like Oliver pre-suit in a balaclava - so maybe he does come back partly because Thea isn't right - that would also explain why it was Laurel who went and asked him to return - not Thea.

It seems like Palmer Tech is being attacked, Curtis and Felicity go into the basement or wherever they are, and are ambushed down there by people shooting at them. I'm guessing the gun belongs to one of the bad guys.

Here's another shot of what appears to be the temp lair: I wonder why Oliver is on TV?

Could be that they used the same set, but they're supposed to be different locations? That would explain why the walls of the lair are so dark. I mean, clutter is everywhere in the shot where Felicity is shooting, and there's not a lot of anything in the shot of the lair. Maybe it's an unused corner? IDK. I just don't think they're the same place.

He totally could have. Although that would be just as stupid as Oliver continuing to base his vigilante operations out of a building that he didn't own in S3, haha. My vote is that it's the PT basement, and the base of operations is elsewhere - it just doesn't look like the same space to me.

The temp base looks kind of empty (assuming that's where O&F are in those suit pics), and that definitely looks like a full basement. DR said that they had been operating out of a temp base while O&F were gone, so I'm not sure why they'd be operating out of Palmer Tech, but they definitely could be.

I think it's definitely in QC, because Felicity's wearing the same dress she was wearing when she and Curtis got in the elevator. Curtis is wearing the same outfit as well, in the scene where they look like they're getting shot at.

Yeah, it looks like maybe the basement of QC or a lab of some sort? Ah, the adorable ineptitude.

I also love that they have Felicity shooting a machine gun, both eyes closed, shooting everywhere, with clearly no idea of what she's doing. I find it adorable, if you can find something involving a machine gun adorable.

If Laurel is the only one who asked Oliver back, then they did need to put it in to show how we go from having Oliver and Felicity living together in the suburbs to having Oliver dressing up to fight crime again.

And oddly enough, I like the newest one the best. Maybe we should wait and see why it's her? If Thea isn't acting right because of the pit, she might not be in the position to ask him herself.

Maybe she's there to seek help for whatever's going on with her post-resurrection?

No, I just went back and watched. They didn't show her suit, just her mask, her gloves, the wig, and the little canary cry bombs. I think she might have been buried in the corset and the pants.

Maybe the person in white is Thea (since that person is shorter), and the one in darker clothes is Laurel? She's probably wearing Sara's jacket.
