I also doubt that the day workers they were going to hire so Kate can train the stews are really just people off the street. They are likely relying on whoever keeps the production going and picks up enough of the slack to make sure the stews can time to for filming requirements. Lead deckhand would be the go between the bosun and the rest of the deck crew it sounds like. http://nauticcrewworldwide.com/faqs/deckhands-bosun/ My guess is Lee/producers realize Nico hasn't even really fake earned his way to being bosun which is why he's just lead deckhand instead of bosun, even though there is no bosun and he'd essential be doing the job of one. He just hasn't earned that rank. Other seasons have had both. And wasn't Aleks (ugh that spelling!) first mate or something on the very first season?
