Probably because Tenzin finally got it right by giving them the choice of joining, instead of making unfair demands and expectations.  

 

 

Exactly, the Earth Queen was a more extreme version of this.

Yes, kidnapping people and forcing them to be soldiers against their will to possibly conquer other nations is an "extreme" form of Tenzin getting overexcited at at last fulfilling his father's dream of restoring the Air nation by being too pushy on people.

Sokka went up against those guys when he was pushing 70?  That's impressive, especially if he survived the fight.

 

That being said, it looks like these villains aren't straight-up murderers.  They could have easily killed Zuko, Tonraq, Eska, and Desna before taking off.

"Tough love", but they were being pushy, expecting people to disrupt their lives and adopt a new airbending lifestyle.
