My impression was that Cortney doesn't really have a plan to move to North Carolina any more than she has a plan to start "doing makeup" professionally. She just wanted attention from Jason. By the end of the episode, it seemed like his efforts to make her fall in love with New York were working, or that she'd been distracted by something shiny and forgotten she'd ever talked about moving at all. I mean, in the same conversation at the top of the episode, she announced that she wasn't going to renew her vows, and that didn't last either.

He's listed on IMDb as appearing in the episode but uncredited -- not necessarily for that part, but it sure as hell sounded like him to me!
