I figured it was a thing since MG said they're still married. I thought last season the answer was that it was a League-sanctioned thing and since there was no more League, there was no more marriage, but maybe that's something I'm confusing with fanon.

Hopefully they take her presence as an opportunity for her to release him from their marriage since that's still a thing for whatever idiotic reason.

If he's attempting some word play, I cannot think of a worse time to do it. Just confirm and then tease people? Yikes. Yes, I read it. I couldn't tell if it was a typo or what, since he also sent a WTF in reply to SA's tweet about it.

The show even suggested it in 5x10, with Oliver looking for whatever he can find of E1 Laurel in E2 Laurel, as if they're somehow the same person. I hope that was just setup to prove him wrong, and not the path they're intending to take with her.

I'll be in the minority and say if there's going to be a chip malfunction at all, I hope it's short-lived. Personally, I don't think there's much of a storyline there outside of what they've already done, and they couldn't be bothered to spend a whole lot of time on that. Any kind of gravity to her being paralyzed again is kinda taken away by the fact that there's a technology out there that could fix it, did fix it, and will fix it again. The only value in it (to me) is if it's a way to revisit the chip and that it still needs work and pushes her to get back into developing it for mass distribution.

It's tough to suss out what exactly is going on - they spent the last part of last season "exploring" the breakup. There isn't any need to do it again unless they aren't exploring it so much as clearing the air - or if there's something else that happened over the summer (apart from the sex) that contributed to the issues between them that we just don't know about yet so we can't speculate.

The best thing they could do is have Oliver be like, "These are my mistakes, here's how I've learned from them and why I won't make them again," and Felicity be like, "These were my issues with being in a relationship with you, here's why I've changed my mind and why they aren't issues for me anymore."

They showed him living in a room in the actual lair earlier this season. IIRC Felicity said something about it, and he replied "I don't need much." I think we're to believe that he's still living on a cot in that room, not in an apartment somewhere above it.
