I think Haleigh actually likes Kaycee on a personal level more than Tyler. She explicitly said in her Off the Block interview with Ross and Marissa that she felt like she got really close to Kaycee in her last couple weeks in the house and is rooting for her to win the game. I think while she has a genuine respect for Tyler’s game and isn’t bitter towards him, she just wants Kaycee to win more. It probably could have been different if Tyler’s social game had stayed on point instead of getting so wrapped up in Angela, since she did have a better relationship with Tyler early on.

I am pretty sure it's a situation where her mom is her biological mom, but she didn't find out until sixth grade that her dad is actually her stepdad who adopted her at a very young age. That seems like the most plausible explanation to me after hearing her make comments on the feeds about when her mom was pregnant with her, and also seeing that they really do look exactly alike:
