I'm not sure how long ago you became deaf so I'm trying to think of some older examples but everything I look up seems to be saying it's a recent phenomenon. This article describes Mae West and Maya Angelou as examples. It's like the end of certain words are drawn out in a raspy way. It almost sounds, to me, like the person doing it doesn't feel well, they are sick and about to crawl back in bed. Or I also tend to associate it with that know-it-all female friend who is chronically unimpressed with everything.
