I’m fairly convinced that the senator in Washington (plated by the guy who was secret service on the West Wing) is the true source of eeevil and is funding the whole Venezuelan mess, or otherwise it even goes all the way up to the President. That was pretty much the plot of Clear and Present Danger which this storyline is hitting the major beats of.
