Caught this episode late so sorry for the late reply, but yes that was really William singing. The kid who plays him got cast in this after getting the role of Ralphie in Fox's live musical version of A Christmas Story (the little boy from Single Parents played his little brother). Also, did we know before this episode that Frank was a Young Republican? Not surprising, but I don't remember it.
