When can mages open portals to places and when do they have to go on long walks? Is there any internal logic to it?

I've been told by book readers that in the books, portals are considered extremely dangerous. They malfunction and result in missing body parts etc. Yennefer, for whatever reason, is atypically fond of them.

The show seemed to suggest that portals are considered particularly difficult because they're really elven magic. Istredd had to eat a special flower to create his. Yennefer has a particular knack for portals because of her quarter eleven blood.
