She lied to him about the financial situation (and given her background in financial fraud, she may have lied to the government as well. ) If she was a young girl immigrating alone from another country to marry a guy, she wouldn't be thought badly of for leaving a chaotic situation with no electricity and where the financial situation is so badly misrepresented.
