They can't seem to decide on Harley's purpose, and it's hurting the show, IMO. The showrunners are well aware, even having Harley make a speech about it. We've watched her go from the Joker's castoff, to power hungry vigilante, to Ivy's love muffin, to the Bat Family's affiliate, to King Shark's favorite babysitter.
