Simmons comes from Criminal Minds: Beyond Borders, the show's second attempt at a spinoff, though "Wheels Up" wasn't his first Mothership appearance- he's already appeared in the backdoor pilot, "Beyond Borders" as well as S12E13 "Spencer", so he's an established figure in the CM-verse.
