Certainly he's one of the bigger pieces of slime that the show is eventually going to uncover.  His corruption is pretty transparent.

 

In the Gotham Death Pool, he's pretty high up.  He IS

present in the current DC comic reboot, but beyond that historically in the comics isn't anyone of note.
