As I speculated in ep 8 thread, Peter and Beth's daughter went missing the night of the attack. Peter was called on the phone and told to hide in the special room and then do what he's told or his daughter would be harmed. Beth knows all of this because Peter has told her. She's tipping off Hannah. She has Hannah's phone number from when Hannah went to question Peter. So Pete is just a pawn.
