Set in Boston in the early 90s when the city was rife with violent criminals emboldened by local law enforcement agencies, in which corruption, tribalism and 'taking it to the street' was the norm, until it all suddenly changed. This is a fictional account of what was called the "Boston Miracle". The change agent is District Attorney Decourcy Ward (Aldis Hodge), who comes from Brooklyn and forms an unlikely alliance with Jackie Rhodes (Kevin Bacon), a corrupt yet venerated FBI veteran who is deeply invested in maintaining the status quo. Together they take on a family of armored car robbers from Charlestown (Jonathan Tucker), (Mark O'Brien) and (James Michael Cummings) in a case that grows to encompass and eventually upend Boston’s citywide criminal justice system.

This series is set to premiere in 2019 on Showtime.

Renewed for season 2, just ahead of season finale.

The deadline.com article on the renewal has this description.

Spoiler

Created, written and executive produced by Chuck MacLean (Boston Strangler) and based on an original idea by Affleck, City on a Hill is set in early 1990s Boston when the city was rife with violent criminals emboldened by local law enforcement agencies in which corruption and racism was the norm, until it suddenly all changed. The drama is a fictional account of what was called the “Boston Miracle.” Driving that change is assistant district attorney Decourcy Ward (Hodge), who comes from Brooklyn and forms an unlikely alliance with a corrupt yet venerated FBI veteran, Jackie Rohr (Bacon). Together, they take on a family of armored car robbers from Charlestown in a case that grows to involve, and ultimately subvert, the entire criminal justice system of Boston.

Sorry didn’t mean to use spoiler tags there.

Anyways it sounds like nobody really knows why the Boston Miracle occurred.  Does that mean the corruption and racism just disappeared?

do they attribute he change to specific people or new policies?

Sounds like the show is meant to be a fictional account of how it happened, the people who made it happen.

March 28, 2021.

Wonder how much of this season 2 they filmed during the pandemic.  Your Honor was partly filmed during and referenced the restrictive measures.

Yet there’s no sign on when they will finish the rest of the last season of Billions.

Kevin Bacon posted a 5 second video on his FB saying 'Jackie's back. City on a Hill season 3.' So that answers that.

Showtime likely wouldn't have renewed without him coming back, since the show has featured him.

They probably outlined multiple seasons to the network, including the general trajectories of each major character.

So Jackie possibly being out of the game is not really a cliffhanger.  They will find a way to reinstate the character somehow.
