The quote comes from the Pilot, where Hondo asserts he was made SWAT leader because the LAPD "wanted a mascot". As they'll soon find out, he's anything but a mascot.

Being an Angeleno it seemed so strange that there would be any media attention at all about the assignment of a Sergeant. You would have thought it was In The Heat Of The Night the way everyone acted as if his race could make any difference
