Even though the opening segment was kind of in the wonkiness, Bill seemed legitimately interested in the topic, as he's talked about the problems with the Senate in the past, and he was smart enough to get out of the way and let the guy explain the details of the courts, apportionment, etc. 

One thing I wasn't clear on was the discussion about the scotus judges. I had thought the number had been historically tied to the number of circuit courts which is why thirteen is being floated. Bill correctly pointed out that FDR's motivation was to just add justices because they kept striking down the New Deal legislation. It's kind of different issues.

Is there a need for the audience to clap after every coherent sentence? (APPLAUSE APPLAUSE) I mean, it's nice to have people back in the studio (APPLAUSE APPLAUSE APPLAUSE) but is it necessary to affirm every popular statement (APPLAUSE APPLAUSE) to the point where it hinders the flow of the conversation? (WILD APPLAUSE).
