I actually thought the fire started by the Molotov cocktail was started by the arsonist/new firefighter. Notice the protestors insisted it wasn’t them and they were trying to protect the forest, not burn it down. He came running up almost immediately when it started with 2 fire extinguishers in hand IIRC. I think eventually we will get flashback scenes showing us which fires he set and this will be one of them.
