I believe it's a slurring of "fixing to". Planning to, going to, getting ready to, etc. I'm fixin' to finally fold my laundry and put it away. I'm going to spend the night because I've had to much to drink, and I'm not fixin to get a DUI(said by none of our litigants ever)

OMG they are showing the rerun of the feces under the trailer case. It was pre-empted here on Thanksgiving Day for football. I think I'd rather see the football. This is horrible.
