DWTS, at its core, is a feel good entertainment show. It's not particularly feel good to advertise that they've given the voters the option to vote specific dancers out, even if that's what happened this year. Maybe they're just hoping people will catch on... I think he gets the 2 points by default

TPTB boxed them in with a jazz last week and a QS this week. Another high energy routine wouldn't have worked IMO. And even Bruno would have rolled his eyes at another contemporary. It's been obvious to me since the team dance that none of the ringers were ever intended to win. And TPTB have pushed a "what the show is about" narration all season.
